If Howard had had an extremely useful laundry folder like Sheldon in The Big Bang Theory "The Bad Fish Paradigm" (Season 2, ep. 1), he would have given a different answer. Howard would have had a lot of fun while folding his clothes and his closet would have looked perfectly organised. Unfortunately, he doesn't own a special clothes folder, so Sheldon had to come and clean up his wardrobe in "The Closet Reconfiguration" (Season 6, ep. 19).

And Penny? Well she's also 'tidiness challenged'! Not only in her wardrobe, but in her whole apartment. So, Sheldon's got little choice but to do something about it, seeing as he really loves cleanliness and structure.
